This development marks a potential turning point in a relationship that has been strained in recent years.

A Changing Narrative

Patnaik expressed his satisfaction with the evolving viewpoint, stating that the allegations of Indian government involvement were never substantiated. He emphasized the need for Canada to address its internal issues, offering India’s assistance while asserting that the problems originate within Canada itself. “It’s not a question of ‘no longer.’ It never happened… and I’m glad that people are realizing that,” Patnaik remarked.

Prime Minister Carney’s Visit to India

This positive sentiment coincides with Prime Minister Mark Carney’s visit to India, a strategic move by the federal government to revitalize relations that deteriorated in 2023. The visit aims to forge deeper partnerships and explore new trade opportunities.

Past Allegations and Current Reassessment

The relationship hit a low point when Canada revealed “credible allegations” linking agents of New Delhi to the killing of Canadian Sikh activist Hardeep Singh Nijjar in British Columbia. Further accusations followed, with the RCMP alleging Indian involvement in violent crimes targeting the South Asian community and Sikh activists. A 2025 public inquiry identified India as the second-largest perpetrator of political meddling in Canada, following China.

However, a senior government official recently stated that Ottawa now believes India is no longer involved in acts of criminal violence and foreign interference. This statement, while met with outrage from some Sikh activist groups and concerns from Liberal MPs, signals a potential thaw in relations.

Differing Perspectives and Ongoing Concerns

While Foreign Affairs Minister Anita Anand refrained from explicitly endorsing the claim of no longer involvement, she acknowledged ongoing concerns and stressed the importance of continued dialogue on law enforcement and security cooperation. “No country has a pass on Canada’s public safety and security,” Anand stated, reaffirming Canada’s commitment to addressing any threats to its sovereignty.

A Pragmatic Approach to Foreign Policy

The Carney government’s pursuit of stronger ties with India is driven by a “pragmatic” foreign policy aimed at diversifying Canada’s export markets beyond the United States and fostering partnerships based on shared interests. This strategy is particularly relevant given the changing global economic landscape and the need for reliable trade partners.

Economic Opportunities and Trade Deal Prospects

Prime Minister Carney is scheduled to meet with Indian Prime Minister Narendra Modi to discuss a long-sought trade deal and deepen commercial partnerships. This deal could unlock significant investment opportunities for Canada in India and boost exports of Canadian oil and gas, agricultural goods, uranium, and other products to India’s rapidly growing economy.

Strengthening Educational Ties

Alongside economic discussions, the visit also saw the launch of an initiative to strengthen partnerships between Indian and Canadian universities. The University of Toronto, among others, is developing a centre with an Indian institution to support the use of AI in healthcare. This initiative focuses on attracting high-quality international students from India, aligning with Canada’s efforts to manage the influx of temporary residents amid a national housing crunch.

Gabriel Miller, President and CEO of Universities Canada, emphasized the crucial role of educational institutions in fostering people-to-people connections and building trust between the two nations. “We’re moving in the right direction, and that’s going to continue to build trust and reassurance in India that Canada wants to work with you.”
