Following an investigation, Haley Beck was ultimately terminated by the Peoria Unified School District Governing Board on March 26th. Burlaka voluntarily resigned from her position and surrendered her Arizona teaching certificates. The school board’s decision to fire Beck was met with strong support from parents, one of whom stated, “We send our kids to your schools… So as a parent, I’m glad to see that these individuals are being held accountable.”

Investigators allege that Haley Beck began grooming the student before his 18th birthday in December 2024, during her time as his psychology and sociology teacher. The alleged harassment reportedly occurred throughout his sophomore and junior years. The accusations include providing preferential treatment, altering his grades and attendance records, and providing him with gifts, alcohol, and drugs. Disturbingly, police reports indicate Beck allegedly referred to herself as his “sugar momma” and the interactions were described as resembling “prostitution.”

Evidence gathered during the investigation includes over 4,000 text messages exchanged between Beck and the student over a six-week period, detailing sexual and illegal activity. Angela Burlaka is accused of furnishing obscene material to minors.

Child abuse prevention specialist Jessica Nicely emphasized the unusual nature of this case, stating, “I’m not sure I’ve ever had a case in my 30 years of two females, perpetrating against the same male victim.” Forensic psychologist Dr. Brecken Blades explained that such behavior often stems from a need for “attention, power, control, revenge,” and involves “distorted thinking and manipulation of the facts.”

Nicely also highlighted the statistical rarity of female perpetrators in child sexual abuse cases, noting that women account for only 4% of offenders. She strongly condemned the tendency to downplay such cases, emphasizing, “It’s not funny. It’s not an achievement. He’s a victim. That is not a relationship they were having. That is rape.”

Peoria police are continuing their investigation and believe there may be additional victims. Haley Beck had until April 8th to request a hearing to dispute her termination, but has not done so. The Maricopa County Attorney’s Office initially sent the case back to law enforcement, requesting further investigation before proceeding with charges.
