As the tax filing deadline approaches, many federal retirees are experiencing frustrating delays in receiving their crucial 1099-R tax forms from the Office of Personnel Management (OPM). While OPM updated its tax form delivery policy last year aiming for efficiency, the transition has been riddled with difficulties, leaving many annuitants in a state of uncertainty.

The Shift to Digital and the Paper Form Predicament

Previously, OPM routinely mailed 1099-R forms – essential for reporting federal retirement distributions – by the end of January. However, the new policy prioritizes digital delivery for retirees with an email address linked to their OPM online account, unless a paper copy is specifically requested. Those without an email or online account should automatically receive a paper form.

Unfortunately, numerous retirees are still awaiting their paper documents, with delays now stretching for several weeks. Compounding the issue, many are encountering problems creating or accessing their OPM accounts, hindering their ability to obtain the form digitally or request a mailed copy. This situation is causing significant anxiety as the tax filing deadline looms.

Lawmakers Demand Action

Recognizing the widespread frustration, a group of Democratic lawmakers has urged OPM Director Scott Kupor to address the issues and provide more accessible options for retirees. In a recent letter, Representatives James Walkinshaw (D-Va.) and Frank Pallone (D-N.J.) highlighted the concerns of their constituents, stating they had heard from “numerous constituents who still have not received their Form 1099-R or annuity statements.”

The lawmakers are seeking answers regarding the extent of the delays and OPM’s plan to resolve the problems. They emphasized the unacceptable nature of the situation, stating that the agency responsible for the tax documentation of millions of retirees must provide timely and reliable service.

OPM’s Response and Available Resources

OPM spokesperson McLaurine Pinover advises retirees still awaiting paper copies to allow approximately 10 days for delivery. Pinover also highlighted the availability of digital access to 1099 forms with simplified login procedures, noting that a PIN is no longer required. She acknowledged that recent winter storms in the D.C. and Northeast region may have contributed to some delivery delays.

NARFE Voices Retiree Concerns

The National Active and Retired Federal Employees Association (NARFE) reports that its members are consistently facing difficulties accessing their documents. “NARFE’s members have been sharing the same stories of OPM’s failure to provide 1099-Rs in a timely manner,” said John Hatton, NARFE’s staff vice president of policy and programs. He added that members are unable to request mailed copies by phone and are struggling to reach OPM representatives for assistance.

Attempts to contact OPM’s Retirement Services center often result in long wait times or an automated message indicating an inability to take calls due to high volume. Hatton recommends calling at 7:40 a.m. Eastern Time and continuing to try every 30 minutes to increase the chances of getting through.

Looking Ahead

OPM initially announced plans for “faster, paperless options” in October, framing the changes as a step towards a more efficient and customer-focused experience. However, the current delays and accessibility issues have undermined those goals. Lawmakers are now pressing OPM for data on the number of outstanding paper form requests, average wait times, and customer satisfaction ratings. The hope is that increased scrutiny and a commitment to improvement will ensure that all federal retirees receive the documentation they need to file their taxes accurately and on time.
