Toronto, ON – March 23, 2026 – In a bold move, Premier Doug Ford announced today that the provincial government will be assuming ownership of City of Toronto-owned lands at Billy Bishop Airport. This action is coupled with the declaration of the airport as a special economic zone, leveraging new provincial powers to expedite development and override existing environmental and regulatory hurdles. “Our government will soon introduce legislation to take over the City of Toronto’s role in the tripartite agreement that governs the airport’s operations, and we will move to take ownership of the city-owned lands in the airport in exchange for fair compensation,” Premier Ford stated during a press conference held at the airport. This takeover is intended to unlock the airport’s full potential, addressing capacity constraints and fostering economic growth.

Ford emphasized the anticipated benefits, stating, “Our plan will help Billy Bishop Airport realize its full potential, it will reduce pressure at Pearson International, increase competition, and bring cheaper flights and options, more routes and more convenience to the millions of people from across Ontario who use this airport every year.”

The Toronto Port Authority projects that the expanded airport operations will contribute up to $8.5 billion to the Canadian economy annually by 2050, creating up to 23,000 jobs within Ontario’s construction sector. This represents a substantial economic boost for the province.

Controversy and Community Concerns

However, the expansion plan is not without its critics. Residents in downtown Toronto have long opposed expanding Billy Bishop Airport to accommodate jets, citing concerns about increased noise pollution and environmental impact. These concerns are particularly acute given the ongoing revitalization of the Portlands area, with new residential developments potentially falling directly in the flight path of larger aircraft.

Tim Gray, Executive Director of Environmental Defence, voiced strong opposition, stating, “Expanding the runways are one. Obviously, there’s environmental impacts from that…We’ve spent almost three decades re-engineering the Portlands, and we’re just at the point now we can start actually building community down there, and a lot of the higher buildings will be right in the flight path of future jets.” He further argued that the people of Toronto deserve a voice in this significant decision.
