
STM Extends ‘Move Along’ Order to Enhance Safety Across Montreal Metro Network
In a move to ensure a safer and more reliable commuting experience, the Société de transport de Montréal (STM) has announced that its “move along” order will be extended across its entire network until April 30, 2027. This decision comes after a period of analysis showing that the measure has significantly improved conditions for both riders and employees within the metro system.
What is the STM “Move Along” Order?
The “move along” order is a strategic security tool that empowers special constables to intervene when transit facilities are being used for non-transit purposes. By addressing behaviours that can compromise the sense of security, the STM aims to maintain the metro as a space dedicated exclusively to urban mobility.
During the winter season, the agency reported that this order was applied nearly 2,500 times per month, highlighting the necessity of active intervention to maintain order and safety in high-traffic areas.
Data-Driven Results: Is it Working?
The STM’s analysis of operational data from mid-March 2025 onwards reveals a positive trend in several key safety and reliability indicators. The agency noted that the system has become more predictable and welcoming for the general public.
Key Safety Improvements (November 2025 – March 2026):

- Reduction in Closing Time Escorts: There was a significant 36% drop in the number of people who needed to be escorted out of stations at closing time compared to the previous year.
- Operational Efficiency: Escorts required during standard operating hours decreased by 2%.
- Lower Incivility: Interventions by special constables regarding uncivil behaviour fell by 2%.
- Improved Reliability: Most notably, there was a 22% decrease in service interruptions lasting five minutes or more that were caused by disruptive behaviour.
While assaults on employees remained stable, the overall decline in disruptive incidents suggests a shift toward a more respectful environment within the network.

Aref Salem, board chair of the STM, emphasized that increasing the sense of safety is fundamental to attracting more riders back to public transit. He clarified that the “move along” order is not a standalone solution but part of a comprehensive security strategy.
“Improving the sense of safety is key to attracting more riders. The move along order is only one part of a broader approach,” stated Salem.
