Oklahoma City, OK – A powerful movement advocating for stricter commercial driver’s license (CDL) standards gained momentum on Wednesday with a gathering at the state capitol. The focus? Dalilah’s Law, a proposed federal legislation designed to significantly strengthen requirements for obtaining and maintaining a CDL.
What is Dalilah’s Law?
Dalilah’s Law proposes a comprehensive overhaul of CDL regulations. Key provisions include prohibiting states from issuing CDLs to individuals who do not meet legal status requirements. Furthermore, the law mandates English proficiency testing for all CDL applicants and restricts eligibility primarily to U.S. citizens and those holding specific work visas. The legislation is named in honor of Dalilah, a young girl whose life was irrevocably altered by a tragic accident. In California, a semi-truck driven by Partap Singh collided with her family’s vehicle, leaving Dalilah with devastating, life-altering injuries. Her story has become a rallying cry for advocates seeking to prevent similar tragedies.
Oklahoma Leads the Way
Oklahoma is at the forefront of this movement. The state was strategically chosen as the first stop for the ‘Stand with Dalilah’ truck, recognizing Oklahoma’s proactive stance on the issue. In 2025, Oklahoma passed the Oklahoma Secure Roads and Safe Trucking Act, demonstrating its commitment to road safety and responsible trucking practices. This act paved the way for increased scrutiny of CDL holders and enforcement of existing regulations.
Operation Guardian: Targeted Enforcement
The Oklahoma Highway Patrol (OHP) has been actively enforcing stricter standards through “Operation Guardian,” launched last fall. This initiative focuses on identifying and removing drivers operating large commercial vehicles illegally. Since September 2025, OHP troopers have successfully removed 500 individuals driving semi-trucks from Oklahoma roads who were found to be in violation of immigration laws.
