Urgent Recovery: How a Rapid Response Ended a High-Stakes Kidnapping

When an AMBER Alert now flashes across screens, it signals a race against time. This was exactly the case this past weekend in Perinton, New York, where a reported abduction of a woman and two young children triggered a massive law enforcement operation. Thanks to swift coordination and community vigilance, a potentially tragic situation ended with the safe recovery of all victims.

The Incident: A Family in Danger

The alarm was raised around 3:20 p.m. on Saturday when the Monroe County Sheriff’s Office received a frantic call. The report indicated that Mouna Omar Saleh Ali (54) and her two children, Julie (7) and Hafiz (9), had been abducted. The primary suspect was identified as Mouna’s own son, Amar Abdullah Qasim Saleh, 26.

Law enforcement immediately pivoted into high gear, utilizing several critical tools to track the suspects:

    n

  • Surveillance Analysis: Investigators combed through camera footage from nearby residences to identify the suspect vehicle.
  • Wide-Scale Alerts: An official AMBER Alert and a county-wide BOLO (Be On the Lookout) were issued to ensure maximum visibility.
  • Strategic Blockades: To prevent the family from fleeing the region, the Sheriff’s Office coordinated with the New York State Thruway Authority, the Frederick Douglass Greater Rochester International Airport, and Canadian border officials.

The Rescue and Legal Fallout

The tireless efforts of local, state, and federal partners paid off. The three victims were located unharmed at a residence in the city of Rochester. While the victims are safe, the legal battle is just beginning.

Three men have been taken into custody and charged with three counts of second-degree kidnapping:

  • Gamil S. Ahmed (31, Rochester)
  • Omar Saleh (30, Rochester)
  • Dajour L. Paul (26, Brooklyn)

All three suspects have entered a not-guilty plea and remain in custody without bail.

A Conflicting Narrative: Abduction or Rescue?

Adding a layer of complexity to the case, David Stern, the defense attorney for Omar Saleh, claims the situation was not a kidnapping. According to Stern, his client is the legal guardian of the children and was attempting to retrieve them from what he describes as an “unlawful placement” by Child Protective Services (CPS).

“I can’t imagine that there’s any basis whatsoever for bringing these charges,” Stern stated, insisting that the children were not taken against their will.

The Search Continues

Despite the arrests, the investigation remains open. Authorities are still actively searching for Amar Saleh. The community is urged to remain vigilant; anyone with information regarding his whereabouts is asked to contact 911 immediately.

This case highlights the critical importance of the AMBER Alert system and the seamless cooperation between international border agencies to keep children safe.
