Express Entry: Major Changes Coming to Canada’s Immigration System

Express Entry: A Significant Overhaul of Canada’s Immigration System

Canada is poised to significantly restructure its Express Entry system, aiming for a more streamlined and responsive approach to attracting skilled immigrants. The proposed changes, outlined in Immigration, Refugees and Citizenship Canada (IRCC)’s Forward Regulatory Plan: 2026-2028, signal a potential shift in how Canada selects candidates for permanent residency.

What’s Changing with Express Entry?

The current Express Entry programs are slated for retirement, to be replaced by a new, unified program. While details remain limited, IRCC has indicated the new system will prioritize both economic needs and business demands by fostering a more diverse pool of international talent. The goal is to fill a wider range of labour market gaps across Canada.

IRCC also emphasizes that the streamlined requirements will simplify the application process for applicants, employers, and partner organizations. This simplification is intended to improve clarity and ease of navigation throughout the immigration journey.

Key Proposed Changes

  • Retirement of Existing Programs: The current Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class will be phased out.
  • Introduction of a New Class: A new immigration class will be introduced, designed to be more flexible and responsive to Canada’s evolving labour market needs.
  • Streamlined Requirements: The application process will be simplified, making it easier for all stakeholders to understand and navigate.

Timeline and Consultation

These changes are currently in the proposal phase. IRCC plans to engage in extensive consultations with partners, stakeholders, and the public in Spring 2026. Further details regarding the consultation process will be published on the IRCC’s public consultations and engagement webpage.

Why This Matters: A Landmark Shift

If implemented, this reform will represent the most substantial change to Canada’s federal high-skilled immigration framework since the launch of Express Entry in 2015. Express Entry has been Canada’s primary application management system for foreign nationals seeking permanent residence, and this overhaul will fundamentally alter the landscape of economic immigration.

Understanding the Current Express Entry System

Currently, Express Entry manages applications for three federal immigration programs:

  • Canadian Experience Class: Designed for individuals with recent skilled work experience in Canada.
  • Federal Skilled Worker Program: Targeted towards skilled workers with international experience.
  • Federal Skilled Trades Program: For qualified tradespersons with experience in eligible occupations.

Candidates enter the Express Entry pool and are ranked using the Comprehensive Ranking System (CRS). Those with the highest scores receive Invitations to Apply (ITAs) for permanent residence. Successful applicants have 60 days to submit a complete application with supporting documentation.

Express Entry Statistics

In 2025, Canada issued 117,998 ITAs through Express Entry, demonstrating its importance in Canada’s immigration strategy. IRCC aims to process most Express Entry applications within six months.
