Investing in Tomorrow: Hamm Strengthens Childcare Stability

The city of Hamm is taking a decisive step toward safeguarding the future of its youngest citizens. In a move to protect essential childcare services, the city administration has proposed a significant financial boost for evangelical daycare centres (Kitas), aiming to alleviate the growing economic pressure on these vital institutions.

To ensure that childcare spots remain available for families in the long term, the city plans to allocate an additional €445,000 per year. This strategic investment is designed to stabilize the operating costs of evangelical facilities, providing a safety net during a period of extreme financial volatility.

The Financial Blueprint: How it Works

The proposed plan focuses on reducing the financial burden currently carried by the Evangelical Church District. Starting in the 2026/2027 kindergarten year, the church’s contribution to operating costs is expected to drop from an average of 4.07% to 2.3%.

Key details of the agreement include:

  • Duration: The measure is set for five kindergarten years, running through 2030/2031.
  • Formalization: The terms will be officially locked in via a provider contract.
  • Existing Support: This new funding complements the €5.85 million that Hamm already provides annually to various independent daycare providers.

Why This Funding is Critical Now

The push for additional funding comes at a time when daycare providers are facing a “perfect storm” of rising costs. From surging energy prices to increased personnel and material expenses, the financial strain has become unsustainable.

Adding to the crisis, the state of North Rhine-Westphalia (NRW) has failed to adjust child flat-rate payments (under the KiBiz law) to keep pace with inflation. In fact, for the 2026/2027 period, the adjustment rate is slightly negative (-0.14%), effectively meaning a funding cut in real terms.

The urgency is evident: the Evangelical Church District of Hamm already invests over 14% of its church tax revenue just to keep its 39 daycare centres operational. This pressure recently led local providers to protest social policies in Düsseldorf, highlighting a systemic failure in state-level funding.

A Vision for Early Childhood Education

Dr. Britta Obszerninks, the Family Department Head, emphasized that early childhood education is not just a service, but a critical investment in the future. She argues that for quality education to thrive, providers need reliable and predictable financial frameworks.

While the city is stepping up, Mayor Marc Herter is sending a clear message to the state government of NRW: local subsidies are a temporary fix. He is calling for a permanently sustainable and reliable financing system for daycare centres across the region to prevent further instability.

The proposal is currently moving into the political deliberation phase. The final implementation depends on the approval of the City Council. Once passed, the measure will ensure that evangelical Kitas in Hamm can continue providing high-quality care and education without the constant threat of financial collapse.
