The incident unfolded at the Bay Food Mart in Panama City. As part of the Florida Lottery’s ongoing efforts to ensure retail integrity, security investigators conducted a compliance operation. These operations involve using specific tickets designed to mimic legitimate winners to ensure clerks are following state-mandated procedures.
According to authorities, store clerk Rohail Khan processed a compliance ticket that appeared to be a $1,000 winner. However, instead of following the legal protocol—which requires returning the ticket to the customer along with official claim instructions—Khan allegedly kept the ticket and the accompanying documentation for himself.
From Theft to Illegal Sale
The investigation revealed a calculated attempt to liquidate the stolen prize. Shortly after the operation ended, investigators discovered that the ticket had been scanned using the Florida Lottery mobile app. The plot thickened a few days later when an unidentified individual arrived at the Florida Lottery headquarters in Tallahassee, attempting to claim the $1,000 prize.
Investigators ultimately determined that Khan had violated state law by selling the right to claim the prize to another person for $800. In the state of Florida, the transfer or sale of lottery prize claims is strictly prohibited.
