The serene beaches of Maui recently became the center of a legal storm after a disturbing video went viral. The footage captures a shocking moment where a man is seen throwing a rock at a Hawaiian monk seal, one of the rarest and most protected marine mammals on the planet. The Incident and the Arrest
Igor Mykhaylovych Lytvynchuk, a 38-year-old logistics and trucking company owner from Covington, Washington, was arrested near Seattle following the event. According to the Department of Justice, Lytvynchuk is accused of harassing an endangered animal on May 5, 2026. The evidence, bolstered by witness accounts and the viral clip, led to charges under two major federal laws:

According to the defense, Lytvynchuk believed he was protecting honu (green sea turtles) that were resting on the shoreline. Breiner suggests that the defendant witnessed the seal knocking a turtle off a rock and acted to “scare the seal away.”
Furthermore, the attorney argued that his client was unfamiliar with the endangered status of the Hawaiian monk seal and was instead reacting based on previous negative encounters with aggressive sea lions while fishing in Washington state.
The “Rich Enough” Controversy
One of the most polarizing aspects of the case is a comment allegedly made by Lytvynchuk during the confrontation. In the viral video, a witness can be heard questioning his actions, to which he reportedly responded that he was “rich enough to pay the fines.”
