- Working in in-demand sectors within rural or remote communities.
- Already selected through occupation-driven pilots.
- Part of well-established regional immigration programs led by provinces and territories.

Timeline and Progress
The government has set clear milestones to ensure this transition is handled efficiently:
- 2026 Goal: Transition at least 20,000 workers to permanent residence.
- 2027 Goal: Transition the remaining 13,000 workers.
- Current Status: The initiative is already in motion. Between January 1st and February 28, 2026, approximately 3,600 workers were already granted their permanent residency.
