Salvador Considers Women-Only Bus Lines for Enhanced Public Transport Safety

A groundbreaking proposal is currently under review by the Salvador City Council that aims to prioritize the safety and comfort of women using public transportation. Councillor Hélio Ferreira (PCdoB) has introduced a bill suggesting the implementation of bus lines exclusively operated for and by women, a move designed to directly address concerns about harassment and violence experienced by female commuters in the Bahia state capital.

Addressing a Critical Need for Safer Commutes

The initiative stems from a growing awareness of the vulnerability women face on public transport, particularly during peak hours. Councillor Ferreira argues that this measure is a proactive public policy aimed at reducing abusive practices and fostering a more secure, accessible, and dignified environment for female passengers. The proposal isn’t simply about segregation; it’s about creating a space where women can travel without fear.

Who Would Benefit from the Women-Only Bus Lines?

The proposed priority access would extend to:

  • Women
  • Elderly Women
  • Pregnant Women
  • Women with Infants
  • Female Adolescents

The bill also allows for the possibility of male passengers being permitted on these lines, subject to regulations determined by the Salvador City Administration. This flexibility aims to balance safety with accessibility.

Implementation Details and City Administration’s Role

The Salvador City Administration would be responsible for defining key aspects of the project, including:

  • Prioritized routes
  • Operating hours
  • Number of vehicles
  • Phased implementation plan
  • Pilot program duration

The proposal is currently undergoing review by the relevant committees within the City Council before being put to a vote. If approved by the councillors, it will then be forwarded to the Executive Branch for either sanction or veto.

Following the Success of Women-Only Metro Cars

This proposal builds on a similar initiative already in place for the Salvador Metro. Last year, Mayor Bruno Reis (União Brasil) signed into law a bill proposed by Councillor Marta Rodrigues (PT) dedicating specific metro cars exclusively for women during peak hours – between 6:00 AM and 9:00 AM, and 5:00 PM and 8:00 PM on weekdays. However, the implementation of this metro car initiative has been temporarily suspended due to a legal challenge. A TARDE reports that all parties involved have submitted their statements, and the process now awaits the opinion of the responsible judge before a final decision is made by the full Court of Justice.

The success of the metro car initiative, despite the current legal hurdles, demonstrates a clear demand for safer and more comfortable public transport options for women in Salvador. This new proposal for women-only bus lines represents a significant step towards addressing this need and creating a more equitable and secure transportation system for all.
