This week, a formal definition of ‘local content’ – developed in collaboration with the Public Procurement Office and the Central Statistical Office (GUS) – will be unveiled, according to Minister of State Assets, Wojciech Balczun, during a review of the first year of Orlen’s strategy implementation. A dedicated team focused on local content has been working diligently for several months to establish regulations governing the participation of domestic companies in investment projects.

Minister Balczun emphasized that prioritizing Polish local content is a key government objective, with Orlen serving as a prime example of this approach. The Ministry is expected to present the finalized definition of local content this week, the result of months of dedicated work.

Boosting Polish Businesses Through Investment

The initiative aims to create a solid foundation for the Polish economy, enabling domestic firms to fully participate in strategic investments, such as the construction of a nuclear power plant and the development of offshore wind energy. As Minister Balczun previously stated, the goal is to ensure Polish enterprises benefit from these large-scale projects. “By implementing unprecedented investment projects, we want to create the best possible conditions for Polish companies to be beneficiaries of these major undertakings,” he explained.

Minister of Energy, Miłosz Motyka, announced plans to propose legislation to accelerate investments in the energy sector. He stressed that the energy transition cannot be delayed and that the proposed law will focus on streamlining the issuance of permits and administrative procedures.

Supporting SMEs and Access to Finance

These efforts are particularly crucial for Small and Medium-sized Enterprises (SMEs), which often face financial barriers. The Minister highlighted ongoing discussions with banks regarding financial instruments that will enable companies to participate in tenders requiring substantial guarantees. This is vital for ensuring a level playing field and fostering competition.

The focus on local content is expected to stimulate economic growth and create new opportunities for Polish businesses.
