Beyond the Shadows: The FBI’s Evolution of the Most Wanted List

For over seven decades, the FBI’s Ten Most Wanted Fugitives list has been a symbol of relentless pursuit and justice. Since its inception 76 years ago, this strategic tool has led to the capture or location of more than 500 dangerous individuals, boasting an incredible success rate of nearly 93%. But as crime evolves, so does the strategy of law enforcement.

Today, the FBI is applying this proven formula to a different breed of criminal: the high-stakes fraudster. In a bold move to protect government funds and private citizens, the agency has launched the Most Wanted Fraudsters List.

The New Frontier: Targeting Financial Criminals

Launched in June, the Most Wanted Fraudsters List focuses on individuals involved in major fraud cases that have caused devastating financial impacts. We aren’t just talking about small-time scams; we are talking about billions of dollars in alleged Medicare fraud and millions stolen from COVID-19 relief funds.

The impact was immediate. Within just a few weeks of the list’s debut, four fugitives—hiding in locations as far-reaching as Jamaica, the Philippines, and the Middle East—were either captured or turned themselves in. According to Michael Goldberg, assistant special agent in charge with the FBI’s Chicago field office, the sheer power of publicity often pushes fugitives to realize that there is nowhere left to hide.

Who is on the FBI’s Radar?

Currently, the list features 11 high-profile fugitives. These individuals have active warrants and are wanted for crimes that have stripped millions from the public and government programs. Some of the most notable names include:

    n

  • Manjit Singh Bedi: A naturalized U.S. citizen believed to be in India, accused of defrauding the SNAP benefit program of at least $600,000.
  • Onur Simsek: A Turkish national wanted for his alleged role in a complex defense contract fraud scheme.
  • Julieanne Balueza Dimitrion & John Michael: A married couple from Hawaii who have been evading justice since 2010 after pleading guilty to mortgage fraud.
  • Michael Lizaso Marasigan: Convicted of stealing $34 million from bingo fundraisers intended for sick children before fleeing during a medical release.
  • Emylee Thai: A Texas lab owner who allegedly defrauded Medicare of nearly $100 million through a genetic testing scheme before skipping bail.

A Partnership for Justice: How You Can Help

The FBI views the fight against financial crime as a partnership with the community. Because these fraudsters often hide in plain sight or move across international borders, public tips are the most effective weapon for capture.

Do you know a scammer who belongs on the most wanted list? The FBI is actively seeking nominations for open spots on the list, as well as tips on the current fugitives.

Report a Tip:

By staying vigilant and reporting suspicious activity, we can ensure that those who steal from the vulnerable and the state are held accountable, regardless of where they hide.
